Open Enrollment for Health Benefits,
Pre-Tax Options and Flexible Spending Accounts
We are continuing our group health insurance coverage with The Local Choice (TLC) for the 22/23 school year. The health insurance premiums will have a slight increase for the upcoming year effective July 1st, that the School Board has graciously agreed to pay. Open Enrollment begins May 2nd and runs through May 13th. Open Enrollment permits employees to:
- review the 2022- 2023 health insurance rates and benefits (see attachments)
- make changes in health care coverage if needed
- meet with the AFLAC representative to elect pre-tax or post-tax deductions for supplemental insurance and elect flexible spending accounts (FSAs)
HEALTH INSURANCE
If you are making changes, the deadline to turn in The Local Choice enrollments and/or waiver forms to the Human Resources Department is 12:00 p.m. Friday, May 13, 2022. If you are not making a change with your current health insurance election, no action is required on your part. Should you have questions regarding health insurance benefits, please contact:
Thomas Anthony, TLC/Anthem representative at 703-638-0495 (Home office) or email [email protected]
Enrollment packets with enrollment/waiver forms will be distributed at the schools. Benefit summaries and insurance rates are attached and can also be found on the Human Resources Division Website The Local Choice Benefit and Rate Information.

In addition, employees can elect to participate in a tax-deferred Flexible Spending Account (FSA) for health care expenses and/or dependent care. Enrollments DO NOT automatically continue from year to year. Should you have any questions regarding AFLAC products and flexible spending accounts, please contact Aimee Hardy at [email protected].

A few facts regarding FSA’s:
- Carryover has been adopted for health care and limited expense health care FSAs. Participants that are enrolled in one of these FSAs in 2021-22 will be able to bring up to $500 of unspent funds from 2021-22 into 2022-23. Remember, there is no longer a grace period for these two accounts.
- The maximum annual election for a Health Care Flexible Spending Account and the Limited Expense Health Care Flexible Spending Account is $2750 for the 2022-23 Benefit Period.
- The minimum election for the flexible spending accounts is $100 for the 2022-23 Benefit Period.
- The maximum annual election for a Dependent Care Flexible Spending Account is $5000 per household for the 2022-23 Benefit Period. There is no carryover for this account, but there is still a grace period.
